You can get the above error while:
a) creating a new tracker
b) having an existing tracker issue the error during it's regular updates
For these error codes
301
303
it means that the default url of the target has changed from what you've known last and the server now redirects the request to a new location.
You should follow it and enter ([update] the tracker with) the landing url (as summarized in the POSSIBLE REASON section).
